On the European level, the ECLJ is actively engaged on issues of religious freedom and human rights, both within the Council of Europe, based in Strasbourg, and the European Union, based in Brussels and Strasbourg.

The Council of Europe was founded in 1949. It has a pan-European dimension, with 47 member States and 5 observer countries: the Holy See, the United States, Canada, Japan, and Mexico. It seeks to develop throughout Europe common and democratic principles based on the European Convention on Human Rights and other reference texts on the protection of individuals. The main political component parts of the Council of Europe are the Committee of Ministers, the Organisation's decision-making body and the Parliamentary Assembly composed of 636 members representing the 47 national parliaments:
The Parliamentary Assembly of the Council of Europe (PACE) meets four times a year for a week-long plenary session in Strasbourg. The ECLJ is very involved in the work of the PACE.
